[좋은아침] 브라질 정부가 고정배당형 베팅을 금지하면서 베팅에 쓰이던 가계 자금이 생필품 소비와 부채 상환으로 돌아올 수 있다는 분석이 나왔다. 다만 고금리와 가계부채 부담, 불법 사이트로의 이용자 이동 가능성 탓에 실제 소비 회복 효과는 제한적일 수 있다는 지적도 나온다.
정부는 지난 25일 잠정조치(MP 1.394/2026)를 통해 고정배당형 베팅을 금지했다. 이에 따라 합법 사업자의 사이트와 앱은 조치 공포 10일 뒤 접속이 중단되며, 기존 운영 허가는 30일 뒤 종료된다. 29일 현재는 금지 조치에 따른 전환기간이 진행 중이다.
브라질 매체 UOL은 29일 금융기관과 시장 전문가들의 분석을 인용해 식품 유통과 의약품, 의료·건강 분야 등이 베팅 지출 감소에 따른 수혜를 볼 가능성이 있다고 보도했다.
투자은행 BTG 팍투알에 따르면 지난해 브라질 베팅시장의 총게임매출은 369억 헤알로 추산됐다. 이 수치는 이용자들이 베팅한 금액에서 지급된 당첨금을 제외한 규모로, 운영업체의 순이익과는 다르다.
지난해 베팅에 참여한 브라질 성인은 약 2천520만 명으로 집계됐으며, 1인당 월평균 지출액은 122헤알로 나타났다.
가계 소비에서 베팅이 차지하는 비중도 크게 늘었다. 골드만삭스에 따르면 가계 월간 소비 가운데 베팅 관련 지출 비중은 2018년 0.3%에서 2025년 4.4%로 상승했다. 금융기관 시크레지(Sicredi)는 베팅 이용자의 연체율이 비이용자보다 40% 높은 것으로 추산했다.
시장 전문가들은 베팅에 쓰이던 자금이 다른 소비로 이동할 경우 식품과 생활필수품, 의료·건강 관련 지출이 상대적으로 먼저 늘어날 수 있다고 내다봤다. 반면 의류와 가전업체는 높은 금리와 운영자금 부담으로 회복 속도가 더딜 수 있다는 분석이다.
부채가 많은 가구에서는 소비 확대보다 빚 상환이 우선될 가능성도 있다. 베팅 지출을 줄여 확보한 자금으로 부채를 갚으면 연체 부담이 줄고, 이후 점진적으로 소비 여력이 커질 수 있다는 설명이다.
불법시장 확대 가능성도 변수로 꼽힌다. 브라질 게임·복권협회(ANJL)는 합법 베팅 플랫폼의 운영이 중단되면 이용자 일부가 불법 사이트로 옮겨가면서 음성시장의 규모가 커질 수 있다고 주장했다.
전문가들은 베팅에 사용되던 돈이 모두 소비나 부채 상환, 저축으로 이어질 것으로 단정하기는 어렵다고 지적했다. 실제 영향을 판단하려면 향후 소비와 연체율, 신규 대출, 가계소득 가운데 빚을 갚는 데 쓰이는 비중 등의 변화를 지켜봐야 한다고 설명했다.
